GOP Plans Additional Megabills to Advance Trump Agenda
House Speaker Mike Johnson, Republican of Louisiana, announced Sunday that Congressional Republicans are preparing a slate of new Trump-endorsed legislative packages—referred to as "megabills"—with the first expected as soon as this fall. Speaking on national television, Johnson emphasized the urgency of reversing what he described as the "mess" left by previous Democratic leadership.
"We have long planned for at least two, possibly three reconciliation bills, one in the fall and one next spring, that would continue to allow us to [enact our agenda] on a partisan basis, where we only need Republican votes, and we don't have to drag Democrats along," Johnson explained. He said the strategy aims to bypass Democratic resistance and advance conservative priorities through reconciliation—a legislative process enabling certain budget-related measures to pass with a simple majority.
Rescission Packages and Executive Order Codification
Beyond reconciliation bills, Johnson revealed that the GOP’s strategy includes a series of rescission packages—legislative tools allowing the president to request Congress to cancel previously allocated funds. "We plan to claw back spending and eliminate waste, fraud, and abuse," Johnson said, highlighting a focus on financial discipline and shrinking government excess.
The Speaker also noted that Republicans will work to codify more of President Trump’s executive orders into law. "He's been very busy. We will be as well. We have a lot more work ahead of us," Johnson stated, outlining the party’s resolve to institutionalize Trump’s policy initiatives.
Central to the Republican legislative drive is the recent passage of the $3.3 trillion “big, beautiful bill,” which Trump signed into law on July 4th. Johnson called it the "first big step" in realizing the GOP’s vision for the country and a major victory for Trump’s second-term agenda. The law cements tax cuts enacted in 2017, increases funding for defense and border security, and introduces new tax deductions that benefit workers with tips and overtime pay.
Looking Ahead: Partisan Momentum Continues
With Democrats showing little appetite to collaborate, Johnson said the GOP is prepared to advance its agenda independently. "[Democrats] are in no appetite to fix any of the mess. We have to do it ourselves. So, yes, that's next," Johnson told viewers. The legislative roadmap signals that partisan-driven policy making is set to continue, as Republicans push to cement their priorities and address what they call the “lingering effects” of the previous administration.
